Lose 1 commercial water fill station to save residents 5 cents per cu/m while driving up delivery costs and losing essential service redundancy

September 10, 2024:

Administration presents council with two options:

Option 1: Save Sherwood Drive Water Station - $.90 - $1.80 increase in cu/m charge

Option 1a) Sherwood drive full renewal (Admin mentioned in meeting full upgrade not required, some items can be deferred)

Option 1b) Sherwood drive partial renewal

Option 2: $.85 - $1.00 increase in cu/m charge

Ardrossan fill station expansion and new Colchester residential fill station

Viewing the council decision it was very clear the majority of council members do not understand the importance of the rural water system, a robust conversation with residents was needed for council to gain understanding. Additionally, based on the costs presented the most affordable option is 1b), this option would leave delivery costs to residents unchanged and would retain the redundancy of having two commercial water stations to our rural water system.

Option 1a: Renewal with similar infrastructure and level of service - $11.5M ($1.80 increase)

Option 1b: Renewal with modified infrastructure (no water storage reservoir) and a potential lower level of service - $5.9M ($.90 increase)

Option 2: Ardrossan Truck Fill - $10.5M ($4M from users) ($.45 increase)

Colchester Residential Water Fill Station (no land yet aquired) - $2M - $3M ($0.40 - $0.55 increase)

TO: THE COUNCIL OF THE SPECIALIZED MUNICIPALITY OF STRATHCONA COUNTY, IN THE PROVINCE OF ALBERTA

THE UNDERSIGNED persons, as the owners who would be liable to pay the local improvement fee and associated delivery fee increase caused by the closure of the Sherwood Drive Truck Fill Station, hereby petition Strathcona County, pursuant to Division 7 of the Municipal Government Act, RSA 2000, c. M-26, NOT to undertake the following local improvements: Closure of the Sherwood Drive Truck Fill Station located at 1349 Sherwood Drive, additionally, create and widely distribute to residents/stakeholders an infrastructure improvement framework with:

a) Cost projections to upgrade the Sherwood Drive Commercial fill station including upgrade options (full infrastructure upgrade, partial infrastructure upgrade).

b) Cost projections for Sherwood Drive Commercial fill station upgrade vs Colchester and Ardrossan upgrade

c) Projections of increase in delivery cost to effected residents

d) Funding strategy which does not place undue financial burden solely or unequally on rural residents residing within Strathcona County

e) That council does NOT proceed with a final decision prior to circulating information and conducting a robust conversation with residents/stakeholders liable to pay the local improvement fee and associated delivery fee increase

An essential element of community is having connected neighbourhoods. A robust trail system provides residents safer means to visit neighbours, access community parks and even bike into Sherwood Park all without walking or riding on busy roads. During my term I would advocate for trail projects where feasible

For Business

Starting and operating a business is tough and when navigating county offices it’s helpful to have someone to confer with. I understand business and would be available to liaise if the situation requires.
