Water fill station cost breakdown
The facts regarding cost for the water station upgrades based on the publicly available documents (links above) is as follows:
The option to upgrade the Ardrosson fill station for the additional load is 10.5M, 4M of the 10.5M paid by water using rural residents, 6.5M of the 10.5M from developers/county (it's a little unclear how much developers pay and how much tax payers pay).
The cost for the proposed Colchester residential fill station is 3M.
The cost to upgrade the Sherwood Park fill station is 5.9M or 11.5M depending on how extensive they choose to go (the less expensive option of 5.9M deletes the water tower which is no longer required).
Neither the Colchester nor Ardrossan projects are needed if Sherwood Park fill station remains so the funds going into infrastructure upgrades at Colchester and Ardrossan would seem to mostly cover the Sherwood Park upgrade. These numbers, as far as I can tell, point the fact that the decision does need to be reconsidered as it seems the option to keep and upgrade Sherwood Park fill station may not be too cost burdensome when all things considered and it would avoid a delivery cost increase for customers that are currently serviced from this location.
Council’s decision does NOT serve in the best interest of residents effected and the decision should NOT have been made without consultation and input from residents as this decision will greatly effect affordability.
Additionally, having the redundancy of two commercial fill stations provides some level of comfort for rural residents who depend on water delivery and won’t be without water if one of the stations experiences an unplanned shutdown.
After researching the decision process used in the decision to shut down the Sherwood Park water fill station, I can honestly say the process seems very flawed.
The decision process was split into two meetings, one council meeting was used to compare the cost of updating the Sherwood Drive water station vs. upgrading the Ardrossan water fill station and a separate meeting was used to discuss the Colchester residential fill station vs. Colchester commercial fill station. If the two discussions were had as one it would be, in my opinion, an easy decision to update the Sherwood Drive fill station.
